1866 Commissioners' Report

     The following report was made to the Wayne County Court in 1866 by commissioners appointed by the court to draw the map redistricting the county following the Civil War. The commissioners were C. M. Thompson, James Haggard and John Grimes. In 1860 there had been 17 Civil Districts in Wayne County, Tennessee with one elected Justice of the Peace per district and all 17 sitting on the County Court. The commissioners drew a map with only 12 Civil Districts, thus reducing the number of Justices on the County Court. In a vote of 16 to 1, the sitting Justices voted to accept the commissioners' report.  The report, giving a description of the boundaries of each Civil District, is reproduced below. The original report has not been found, but it was recorded in Wayne County, Tennessee County Court Minute Book C, pages 339 - 441.

The Report

1st District: Beginning in the Northwest corner of the county with the line to the river, with same to the upper end of the bluff below Carrollville, thence with the dividing ridge between Beech and Eagle Creeks opposite widow Throgmorton's, thence across Beech Creek to the divide, then with said ridge to the Perry County line; with the same line to the beginning. Election to be held at Hugh Turnbow's.

2d District: Beginning on the dividing ridge between Beech and Eagle Creeks or the road from Davis' to Throgmorton's, with said road to the Pike, with same to the Mitchell road, thence with said road to the divide, with same to the road leading from Carrollsville to the widow Cook's to the divide, with said divide to the county line. Election to be held at Clifton.

3d District: Beginning at the Perry County line at the line of District #1, with county line to the head of Mill Creek, excluding said creek; running? ridge to Buffalo River at the Choat farm, crossing Buffalo at the Race Tract, taking the divide to as to include Moccasin, thence crossing ridge to Sol Phillips' thence crossing Green River between Beech Creek and Buffalo. Election to be held at Bell's Tanyard.

6th District: Beginning at the head of Mill Creek on the Perry County line, thence with said line to the Lawrence County line, thence with said line to the pike, with said pike to 48 Mile Creek, down said creek to the mouth of the furnace branch, thence across to the head of Moccassin. Election at Ashland.

4th District: Beginning at North's, running the divide between 48 and Factory to the head of Hurricane, thence with the dividing ridge to Jonathan Morris', thence with the divide between Chalk and Hardin's Creeks to the divide between Hardin and Eagle Creeks. With said divide to the line of district #2, including J. L. Fowler. Election to be held at Waynesboro.

5th District: Beginning at J. Morris', running the dividing ridge between Indian and Hardin Creeks to the Hardin County lines, including Flat Creek and Hardin's Creek except what belongs to District #2. Election to be held at Stephen Parsley's.

8th District: Beginning at J. Morris', running with the line of the 5th district to the Waynesboro. Road, thence down the Ridge to Biffle's Spring, thence across Indian Creek to the top of the ridge between Indian and Raybourn's Creeks, thence with said ridge to the old Carrollville and Florence Road, thence with said road to the dividing ridge between the head of Indian and Cypress Creeks, thence with said to the beginning, including all the waters of Indian Creek down to Biffle's Spring. Election at Harbor's Old Place.

7th District: Beginning at Biffle's Spring running with the line of the 8th to the line of the 5th, thence with said line to the Hardin County line, thence with said line to A. Lutts, thence across the ridge to John Stribling's, thence across Weatherford to the line of the 8th, thence with said to the beginning. Election to be held at Mrs. Resign Sinclair's.

9th District: Beginning at Lutt's running with the Hardin County line to the Alabama line, thence with said line to the dividing ridge between Big Cypress and Second Creeks, with sai ridge to the dividing ridge between the head of Second and Weatherford's Fork. Down said ridge to Powell's Mills, thence to the line of the 7th, thence with said line to the beginning. Including the waters of Weatherford's Fork from Powell's Mills down to the line of the 7th. Election to be held at the old place of voting.

10th District: Beginning at Powell's Mills running with the line of the 9th to the Alabama line, thence with said line to the dividing ridge between Little and Middle Cypress Creeks, thence with said line to the old Carrolsville and Florence Road, thence to the beginning. Election to be held at Joseph Holt's.

11th District: Beginning on the dividing ridge between Little and Middle Cypress Creeks, running with the Alabama line to the Lawrence County line with said line to the line of the 12th with said line to the line of th 4th and 8th to the line of the 10th, with said line to the beginning. Election at Spencer Smith's. The line of the 12th remains unchanged. Election at the old place of voting.
