Long before the colonists pushed their way into eastern Tennessee, that area was Cherokee country. Relentless pressure was brought against the Cherokee. After the Revolutionary War, the new federal government tried to control the “intruders” who entered illegally on Cherokee land. The federal government would treat with the Cherokee and would obtain vast tract after vast tract of land.
That eastern Tennessee land (and more) was claimed by the Colony of North Carolina, then the State of North Carolina, United States Territory South of the River Ohio (1790-1796) and finally the Great State of Tennessee (1796).
There were two U.S. / Cherokee treaties, made in 1791 and 1798, that include the area that became Union County in 1854. Among other things, these treaties made the “intruders” legal.

This small detail clip from Henry Schenck Tanner’s 1834 U. S. Map shows how the counties adjoined before Union County was erected (1854). In the center of the map, you see where Powells River and Clinch River join. Directly to the east would become Union County, twenty years after the map was made.
