BARR, VIRGINIA OLLIVER BLOUNTVILLE -- Virginia Olliver Barr died Sunday, Dec. 26, 1999, in Greystone Health Care Center. She was born in Piney Flats, a daughter of the late David W. and Cordillia Smalling Olliver, and was the widow of Joseph Mervil Barr. She was a retired schoolteacher and a member of Walnut Hill Presbyterian Church. Surviving are two sons, Ralph Lyle Barr of Blountville and Robert O. Barr of Bluff City; a sister, Pansy Torbett of Piney Flats; four grandchildren, David Barr, Ralph Lyle Barr Jr., Carol Barr and Eddie Barr; two great-grandchildren, Jamie Barr and Ralph Lyle Barr III; a niece; and a nephew. Graveside services will be conducted Wednesday at 11 a.m. in Blountville Cemetery. The Rev. Arthur Branscomb and Dr. Kyle Barr will officiate. He was born in Scott County, VA, and had lived in the Bristol area for 60 years. He was a maintenance supervisor for Bristol newspapers before retiring in 1990. He was a member of Belle Meadows Baptist Church and a U.S. Army veteran of World War II. Surviving are his wife, Elizabeth Blair; two sons, Randy Blair of Atlanta and William Blair of Bristol TN; an adopted son, Duane Seni; a daughter, Louise Dye of Bristol TN; a sister, Cornelia Rodefer of Blountville; a brother, Stanley Blair of Blountville; two stepbrothers, Jimmy Blair and Paul Blair; four grandchildren; a step-granddaughter; and several nieces and nephews. He was a lifelong resident of the Bristol area and retired from the City of Bristol Tennessee, where he served as superintendent of the street department. He was a U.S. Navy veteran of World War II and of the Nazarene faith. Burk Associates. He was a senior partner of the firm for many years and remained active until three years ago. Mr. Lowder was a member of First Baptist Church of Bristol. He was a trustee of the church and Virginia Intermont College and served on the Board of Directors of the Bristol Cancer Society. Surviving are his wife of 60 years, Annette Johnson Lowder; a son, Dr. Stephen C. Lowder of Winston-Salem; a daughter, Annette Burton of New York City; a sister, Doris Wright of Butler, PA; four grandchildren; two great-grandchildren; and several nieces and nephews.
